Since 2004, the primary and secondary schools in Yunnan have begun to carry out the teacher's employment system, which in some sense has really improved teacher's quality and promoted the development of elementary education of Yunnan. But it cannot be denied that there arose some problems in the process, which affect the enforcement of the teacher's employment system.Through the field investigation and relevant literature review, four major problems are found to exist in the enforcement of the teacher's employment system in the rural primary and secondary schools of Yunnan: The implementation conditions of the teacher's employment system are not fully-actualized; teacher's rights and interests are difficult to safeguard; inappropriate incentive ways are adopted; the teacher's employment system lacks supervision and guidance etc.. These problems may cause educational corruption , hinder the exertion of the advantages of the teacher's employment system, inhibit teachers' dedication, make some employed teachers eager for quick success which does fatal harm to the quality-oriented education, and additionally they may influence the justice of education, which is unfavorable to the construction of the harmonious society.The causes are analyzed as well. The dualistic structure of urban and rural areas, the insufficient human resources pool in the rural primary and secondary schools, the lack of secular and high-quality teachers, the neglect of supervision and guidance for the teacher's employment system and so on are macroscopical reasons that affect the enforcement of the teacher system employment in the rural primary and secondary schools of Yunnan. The inadequacy of publicizing the teacher's employment system, the unequal status between teachers and school, and the neglect of the group of teachers, etc. are the microcosmic reasons. In the face of these existing problems and causes, further introspection is needed: Is the teacher's employment system an end or a means? Should the teacher's employment system in the rural primary and secondary schools implement be based on officials' will, actual things, the development of capability or human beings? Should the teacher's employment system pursue efficiency or value?
