The economic development of China has stridden into the times of market from the planned. Meanwhile, the shortcomings of the old teacher appointing system are becoming more prominent, which cannot meet the educational demands that the market economy has set. Therefore, the reform on the teacher appointing system is very urgent, especially in the countryside, whose population counts 80% of that of the country, because it plays very significant role in improving the quality of the whole nation.However, many problems have occurred to the current foundation of the teaching staff in the majority of the countryside, such as the shortage of the number of the teacher, the poor educational quality, lack of the activeness and enthusiasm in teaching. Hence, it becomes a must to reform the personnel system of the countryside teaching staff. And the social development necessarily requires that the management of the personnel system of the countryside system should be opened to the market. Nevertheless, the application of the teacher employment system to the countryside is the most effective solution to the problems occurring under the old appointing system. In China, the teacher employment system was started in 1986. Also, Teachers Law of the People's Republic of China, Law of the People's Republic of China on Education, were issued in 1993 and 1996 respectively, which put forward the implementation of the teacher employment system. And then, in May of 2002, in the Notice of the State Council Office on Management System of Promoting Compulsory Education in Rural Areas, the implementation of the teacher employment was mentioned again. However, because of various economic factors, the marketing of the teacher personnel system met with many obstacles, which hindered the reforming process of the personnel system in the countryside.This thesis is mainly to discuss and analyze the issues occurring in the implementing of the teacher employment system in the countryside, and then to study the advanced experience of those developed countries when they were implementing their teacher employment systems, finally to tentatively put forward the resolving strategies to the issues existing in the teacher employment system in the countryside.The thesis mainly consists of four parts.The first part serves as an introduction, which mainly presents the shortcomings and weaknesses of the old appointing system and put forward the necessity of implementing the teacher employment system in the countryside.The second part mainly focuses on the analysis of the current situation and problems existing in the employment system in the countryside. It mainly includes the idea of the teacher employment system, its characteristics and its problems. The discussion centers on the problems occurring during the reforming process of the personnel system in the countryside, which are mainly composed of: (1) the confusion of the employment subject; (2) the lack of the supporting law; (3) the unconsidered practical situation and hinders in the countryside when the system being implemented;(4) the nonstandard employing process: (5) the serious drain of excellent teachers;(6) the nonscientific employment norm.The third part is mainly about the introduction to the teacher employment systems in some developed countries, among which systems of America, Japan and Britain are taken as examples. Also, our current situation and problems are compared with theirs when their systems were implemented. And then, the analysis concerning the differences and similarities is made to put forward the necessary conditions and the applicability of the teacher employment system in our countryside.The last part is mainly concerned with the resolving strategies to the problems existing in the reforming of the countryside personnel system. It mainly includes: (1) consummating the management of the primary and middle school, and furthering the reform of the teacher employment system in the primary and middle school in the countryside; (2) widening the promoting area and strengthening its influence; (3) exploring a set of systems and theories that will apply to the current teacher employment situation in our countryside; (4) consummating the relevant procedures and laws; (5) more government support being called for to be given to the elementary education in the countryside; (6) implementing the human agency system among educators in the countryside; (8) setting strict limits on certificating the teaching qualification; (9) improving the training of the teaching staff in the countryside. In conclusion, the reforming of the personnel system in the countryside will necessarily help improve the educational quality in the countryside. It is also a new issue concerning the countryside education prompted by the social development. The educational cause in the countryside will not be able to apply to the demands of the market economic development, and the quality of education in the countryside will not be improved, let alone the improvement of the quality of the whole nation, until the above mentioned problems are resolved.
