| Human Resource is a very important form of resource and plays a strategic role in the development of modern economy. Talented people are very integral part to human resource, the number and quality of which directly influences the speed and operation of economy. Hence, to improve the competitiveness of human resource is the guarantee and foundation for regional development of economy. This thesis starts from the aspect of government management and public policy-making, and gives a very detailed analysis for the regional human resource competitiveness on basis of economics. And these will further provide government with the necessary information for policy and regulation making. Referring to the three stages of obtaining, maintaining and developing of human resource, a comprehensive evaluation criterion with the careful consideration to all the aspects is suggested by the author. With application of the structure and comments, problems in human resource management could be well revealed in the government work, and correspondently, suggestions and advice are forwarded by the author. |
