Learning strategies are a new requirement of the English Curriculum Standard, which embodies a change in foreign language teaching and the ideas of learning in general. Moreover, secondary schooling is a crucial period for students to develop their learning strategies, and studies show that the receptivity of elementary school teachers to the new curriculum is comparatively lower than that of the secondary school teachers. Therefore more attention should be paid to the problems in secondary schooling.Findings of the survey indicate that both junior and senior middle school English teachers respond positively to the new requirement of instructing students in their development of learning strategies. However the behavioral intentions of senior middle school English teachers tend to be comparatively lower than that of the junior middle school English teachers. This demonstrates an existence of disparity in teachers' perceptions of curriculum change between junior and senior middle schools and necessitates that attention be given to the following three major problems concerned: (1) Secondary School English teachers have not acquired a comprehensive knowledge of learning strategies proposed by English Curriculum Standard; (2) these teachers display lack of concern about students' need for instruction in learning strategies; (3) the supporting conditions in and out of school are grossly insufficient.Further analysis finds that in order to improve the practicality of strategies in learning, we need to focus on ways to make this new requirement more workable and explain it more clearly. The study also finds that quite a few secondary school English teachers feel worried and pressured about the implementation of instruction for their students in learning strategies. This indicates a yearning for an overall support system including institutional assurance and the improvement of both teachers' training programs and organizational culture in schools.Suggestions to promote secondary school English teachers' receptivity to learning strategies include firstly to acquire a better knowledge of the development of instructions of learning strategies and attempt to develop a teaching plan which integrates the instruction of learning strategies into the classroom according to the properties of English courses, secondly to further...
