Social equity is the ideal and target of people advocating democracy. Educational equity, a part of social equity, extends and embodies the value of social equity. It is an important means to realize social equity and footstone for setting up the harmonious society in China.Educational equity is a very important thesis in the field of international education reform since 1960's, and it is the same to China since 1980-90's. Educational equity is not only one of the principles when governments make educational polices, but affects the direction of modern educational reform and development. At the cross of the century, China is striding for mass higher education, but the conditions of higher education equity make people anxious. Mass higher education is a stage of realizing higher education equity which must follow the equitable principle. Therefore, the development of higher education is closed to educational equity. The United States have been into the stage of mass higher education at the end of 1940's, has dealt with the relationship between educational equity and development of higher education. From perspective of history development, the purpose of dissertation is to study the development of educational equity and its practice higher education in USA in the postwar era. By the study, the author tries to give some proposal to Chinese polices on how to achieve higher education equity.The introduction briefly introduces the significance of the study, study techniques, etc.This article is divided into three parts.In the first part, the author introduces and analyzes some foreign famous people' theories on educational equity. Such as Martin Trow, James Coleman, etc. Based on their conclusion, the thesis analyzes the reason of getting inconsistent conclusions, and divides educational equity into two kinds, the transversal and the vertical from both different dimensionalities. Exactly, educational equity in other respect is a strategy, whose aim is to realize the both above mentioned. As a result, it is true that educational equity is the balance between the transversal and the vertical.
