Basic education is the foundation of education, a sensitive educational field involving the social justice. Raising this is actually the use and extension of educational justice principle in basic educational field. It not only reflects the shortage of educational resources, particularly high-quality ones, but also reflects people's good wishes of the future education.The balanced development of basic education shares some similarities with the balanced development of compulsory education, but they are different in nature. The balanced development of basic education has definite signs, and it is a new attitude of educational development. It will become an important strategic guideline of our country's basic education.This paper focus on the primary schools in HuLudao. From the perspective of social justice, construction of harmonious society, and the fist layer of the balanced development of basic education, adopting the method of comparison, research, case analysis, logic analysis and other related methods, using the theory of balance, social justice, educational sociology and other related theories, this paper analyzes manifestations and shortcomings of the balanced development of basic education. Combining the advanced experiences in and out of our country, focusing on the reality of our city, this paper summarizes the important principles of the balanced development of basic education and several relations that need to be well dealt with, and it puts forward countermeasure advisements of HuLudao's balanced development of basic education from theory and practice.
