Research On The Problem Of Talent In Revitalizing The Old Industrial Base Of Jilin Province

In various factors of production, people are the most active ones. In current times of knowledge economy, talents are becoming the most rare and precious resource. According to relevant research, in developed market economy countries, only about 1/5 of the economic growth can be the result of the increase of the material input, other about 4/5, can be due to the technological progress, and the foundation of which is knowledge innovation and knowledge application, realized through exploration ,intensively studying and practice of specialized personnel. Nowadays, the competition of the comprehensive national strength is a competition of talent resources in fact. Education, attraction and the use of international talents are the inevitable contents of the development of our country. Within the range of our country, the development scale of the regional economy is limited by the investment to the human resource and talents. The full play of talent's subjective initiative is the basic motive force of regional economic development. The development of the old industrial base of Jilin province is not affected only by a great deal of factor as system reform, policy sloping, fund pouring into, historical background and etc, talents, this intelligence factor, also play an important role. Talents, the foundation of the revitalizing industrialization, are the key point and important guarantee which can't be ignored in the reviving of the old industrial base of Jilin.Start from the definition of talents, contents of talents, the research of the problem of talent plays what kind of an important part in revitalizing Jilin old industrial base, this text studies in depth talents' current situation of Jilin Province, the encountered problem and reasons. Though explore and meet the developing needs of market economy actively, we want to offer the suggestion and countermeasure to serve the problem of talent in revitalizing the old industrial base of Jilin. In my point of view if Jilin Province want to participate in the domestic and international talent competition which is increasingly intensive day by day, and further the decisive function talents play in the overall situation of socio-economic development, they must focus on four key points"fostering , attracting , reserving , using"of talents, and constantly innovative the talent's mechanism, optimize talent's environment , improve talent's policy, deepen talent's system reform, and improve the disposition efficiency of talent resources constantly, to enable the utilization of talents benefits Jilin Province and bring about an advance in economy of the old industrial base of Jilin.
