But what they haveresearched into were almost according to the development of Voucher, while seldomresearched into its essence from some perspective .On account of these, thisdissertation will research from the perspective of economics, and mainly use "weakgovernment, strong market "theory of new liberalism economics and demand—supplyanalysis method of economics to deeply analyze rationality of Voucher and itsfeasibility in our country.This dissertation is made up of three parts, besides foreword and concludingremarks. The first part, mainly use demand—supply analysis method to research intogeneration of Voucher, through expounding and proving function of government andmarket in education field. The second part, mainly use documentary method toanalyze Voucher, through researching into development, carrying out and practicesignificance of Voucher. The third part, mainly use deductive method to research intoChinese Voucher, through appraising the Voucher China has carried out, expoundingwhy China should carry out Voucher, and elaborating on how to carry out Voucher inChina and what should be prepared in advance.Through this research, we know: firstly, Voucher is a new system balance, whichtaking shape is because of effect between system demanded and system supplied.Although it isn't the final answer to the educational questions, educational efficiencylowering and educational non-fairness, which taking shape is because of presenteducational allocate funds system, but it is the most suitable answer to the educationalquestions. Secondly, China should carry out Voucher, and should divide into threestages, i.e. "Transitional" Voucher, "Short-term" Voucher, and "Long-term" Voucher.And before carrying out Voucher, we should select areas, draft law;guide publicopinion etc. in advance.As it should be, this dissertation has just researched into the superficial level ofVoucher, but it still established a substantial base for next deeply research. Hence, Iwill deeply research into how to carry out Voucher in China, and hope for making alittle contribution to solving educational questions.
