The development of the world higher education has been facing two kinds of pressuressince 1950s: one is the increasing needs to expand the opportunity of higher education;theother is the rising call for attention to the quality of higher education, which are the twoworldwide difficult problems in the development of higher education. With the reform anddevelopment of market economy, Russia has adopted the measures to expand theopportunity of higher education since 1992, which has brought an unprecedenteddevelopment of Russian higher education. But with the expansion, the problem of qualityassurance became more prominent. The thesis tries to analyze how Russia deals with therelation of quantity and quality in the development of higher education in policies andmeasures and in doing so to provide some models and references for China which also facethe dilemma of quantity and quanlity in higher education.The thesis is composed of an Introduction and four-part main text .In the Introduction, the origin of the problem, the present situation, thoughts andmethods of the research are Elaborated.In the first part, the development backgrounds of Russian higher education areanalyzed through examining the changes of political democratization, market economy andhigher education reforms during the period of social transition in Russia .In the second part, the policies and measures for expanding opportunity to highereducation in Russia are analyzedIn the third part, the policies and measures for quality assurance in Russian highereducation are examined.In the fourth part, based on the analysis of the relation of the opportunity expansionand quality assurence in Russian higher education, some references for China are putf orward.
