The implement of the three-level managerial system of curriculum in our country marks that the reformation in the managerial system of curriculum enters a new stage . The three-level managerial system of curriculum of our country is a new managerial system of curriculum ,it is different from previous centralization and decentralization.It is neither the pure centralization nor the pure decentralization, but is the combination of them. Centering on the balance between centralization and decentralization, this thesis analyzes the three-level managerial system of curriculum in the curriculum reformation of elementary education. It holds that the starting point of the three-level managerial system is to seek the balance of centralization and decentralization, i.e., making use of the advantages of centralization and decentralization but overcome their disadvantages. The feature of this system is mainly manifested in the balance of centralization and decentralization, which is also the requirement of the operation thinking of this system from now on .This thesis consists of five chapters:The first chapter is the introduction. It analyzes the relevant concepts of the three-level managerial system of curriculum, the present status and the significance of this study.The second chapter elaborates how the three-level managerial system of curriculum evolves in our country, i.e. ,why the system is chosen in the reformation of managerial system of curriculum in our country.The third chapter expounds the features of the three-level managerial system of curriculum of our country. The characteristic of the three-level managerial system of curriculum centrally reflects in the balance between centralization and decentralization, and national curriculum reflects centralization, local curriculum and school-based curriculum reflect decentralization. More exactly, the features are manifested in thefollowing aspects:(1) the emphasis of the unity of centralization and decentralization in the orientation of development of this system.(2) the model of the system of power balance, i.e.,the model of curriculum management that the distribution of power gets to balance.(3) the structure of mutualcomplement of advantages.The fourth chapter mainly discusses the operation thinking of the three-level managerial system of curriculum in our country, i.e., to seek the balance of centralization and decentralization. According to the present reality in our country, to seek the point of balance between centralization and decentralization is the starting point, to transfer power to a lower level is the stressing point, the school-based curriculum development and the increase of its proportion is the point of contact, and the shared-curriculum is the point of fall.The fifth chapter is the conclusion.
