After the Education Department officially released the five-year's evaluation system on the undergraduate courses in higher education in the year of 2003, the teaching evaluation became widespread among all the universities and colleges in China. Education evaluation is an objective and comprehensive judging system on all the educational activities, from which the whole evaluation system was generated. It has been less than 20years since the educational evaluation of universities and colleges were started to perform in China. Although it has got surprisingly development, the whole system is still at a primary stage. Since the national Education Department began to carry out the teaching evaluation system on the undergraduate courses in 2002, it is estimated that only scores of universities and colleges have been involved in. It is proved by the practice that such kind of teaching evaluation is extremely essential, and can effectively promote the overall development of all the national higher education, yet the whole bunch of work still needs to be perfected.Aiming at the "evaluation index system", this thesis centers the plans for the teaching evaluation on the current undergraduate courses which were issued by the Education Department. First of all, it makes a respectively review on the whole development courses of the evaluation system in all the universities and colleges, which have been developed from the following stages, i.e., qualified evaluation, excellent evaluation, random evaluation and the standard evaluation. Secondly, the thesis makes a thorough analysis on the current situations of the teaching evaluation index system in China, thus on the one hand, confirms the major advantages of the current system, that is, the agreement between the system itself and the education subjects, the accurate guidance of the evaluating items, the practical operation onto the evaluating subjects, the simplicity of the evaluating items, etc.;on the other hand, it also points out that there do exist some faults within the current evaluating system, for instance, it lies too much on the agreement of the whole index system, some indexes are not measurable to a certain extent on the microscopic perspectives, some indexes are less representative and less independent, so on and so forth. The reasons for all the previous problems have been deeply analyzed, which leads to the following three major perspectives: reasons on theideal level, on the systemic level, and on the theoretical analysis level.The thesis thus draws a conclusion that the evaluating standard performs as a conduct stick. Lots of inaccurate competition, even the off-track development of the universities or colleges would be caused when such a stick conducts the wrong direction. As far as such essentially importance is concerned, the third part of this thesis proposes some suggestions on how to perfect the teaching evaluation index system of national universities and colleges. Above all, thoughts of educational evaluation need to be changed;secondly, modes educational evaluation are required to be perfected, from the single governmental evaluation to the multiple evaluating subjects;thirdly, evaluating items also demand to be adjusted from unified to classified. What's more, three different evaluation index systems are proposed by the author based on the classified principle. They are: researching evaluation index system, researching and teaching evaluation index system, and teaching evaluation index system. Last but not the least, the thesis also puts forward that accuracy and preciseness are strongly required as far as some evaluation indexes are concerned. For instance, individual test needs to be added to the indexes which are less measurable, the standard of classification tends to be strengthened, the significance of index contents requires to be reinforced, the independence of indexes demands to be increase, and so on and so forth.
