Objective:The study explores useful reference for local higher evaluation institutions based on the current situation and existing problems of higher education evaluation,combining with the law of development of higher education to construct higher learning evaluation index system in order to adapt regional economic development in Liaoning province,with the expectation of providing useful measures for government's making decisions in education policy and rational allocation of education resources,which will further guide different universities to fulfill their responsibilities as best as they can.Methods:This study is based on the practice in local colleges in Liaoning province,according to theories of stakeholders and resource dependence combined with the construction of index system principles,using the methods of literature research,comparative analysis and brain storming to explore constructing theory model that adapts to regional economic development in Liaoning province.Applying the method of random sampling,a total of 10 local universities in Liaoning province were selected as the object of investigation on the questionnaire survey,to analyze and verify evaluation index system of higher education institutions' learning model initially constructed.Employ item analysis to do initial screening for scale of entry,use the reliability analysis to test internal consistency of scale,then use exploratory factor analysis to analyze validity of the scale's structure and use confirmatory factor analysis to validate the dimension of the scale and entry to establish the final index system.Results:1.The cronbach'alpha value of the overall index is 0.978,and the Cronbach's value of each component table is between 0.888 and 0.945,showing that internal consistency of the scale is satisfied 2.The results of validity analysis: Exploratory factor analysis results suggested that the scale of various items can extract six common factor including talent training,academic research,teaching staff,social services,discipline construction,and social reputation.The confirmatory factor analysis showed that the structure equation model fitted well.Aggregate validity and discriminant validity showed that the correlation between the items of all levels and the total score was higher than that between the items of the scale and other items.Based on the quantitative analysis,after expert consultation,the structure of the scale finally included 6 first-level items,21 second-level items and 62 third-level items.Conclusions: Through consulting literature at home and abroad,based on the characteristics of universities in Liaoning province,following principles of combining qualitative and quantitative,commonness and individuality,result and process,absoluteness and relativity,and stock and increment,finally we construct a complete evaluation index system of six primary index and 21 secondary-level indicators and 62 third-level measures including talent training,academic research,teaching staff,social services,discipline construction,social reputation.By carrying out questionnaire survey on the scale and performing exploratory factor analysis and confirmatory factor analysis for the secondary and third entry,the results showed that the scale of the structure is reasonable,the content is relatively perfect,and the index system built can basically reflect the characteristics and content of local universities in Liaoning province.
