In the Information Age, teaching resource construction makes up an essential part of education construction, which serves as a fundamental project. It is estimated that over 80 per cent of the teachers browse online for teaching materials. Thus, educational resource base construction is an important means to support new course reform. However, an investigation on the present educational resource base in the Internet indicates that due to the limitation of funds and stuff, various problems exist, such as, poor quality, low availability, similar content, lack of individuality weak effectiveness, slow updating, poor sharing, terrible supervisory service, improper AI, imperfect steering system, few evaluation and no feedback, etc. So much remains to be done. To break the bottleneck, we should reform the ideology and the model. This thesis studies the construction of educational resource base from the perspective of the users, who are also the constructors, evaluators and even the supervisors of the resources. We suggest that the users' exploiting, supplying and evaluating the resources can resolve to some degree the problems resulted from insufficient funds and stuff. In the meanwhile, resource base can also analyze the users' behaviors, habits and interests in view of their personality and the records of using the resources, which, in turn, can promote to provide better and more effective AI service.To realize such ideology, resource base construction should follow such a model, that is, the base should have self-construction function, and can provide free AI service. And to achieve such a goal, resource base should be digital centered, and resources should be distributed, with collective web contents. Besides, the data should be dynamically expanded by the users, and the constructors should try to develop AI service function corresponding to the users' behaviors.
