The theme of this thesis is about the recent situation, problems and solutions of community service. In the literature review, the author introduces the debate on the feature of community service, the division of community product and service;and the basic theory of community service. In the empirical research, through the survey of the community in WuHan and the FaZhan community, the author points out the current situation and existing problems. On this basis, the author proposes the way to develop the community service.There is the debate in the academic circle on the feature of community service at present. One based on the western countries' orientation and theory of the community service, set forward that the main attribute of community service is a kind of welfare service, excluding the profit one;another held the opinion that it included the profit service as well as the welfare service. Up till now, the problem that is about the attribute and the orientation of the community service still hasn't been solved.The thesis, on the basis of the debate among the academic circle, proposed the aim to meet the needs of civilians, the principle of the maximized results and divided the community products and service into profit service, low-profit service and non-profit service, obeying the feature of product and service. This division is the presupposition for constructing the multi-supply mode.Through the empirical research, the thesis chose the WuHan and FaZhan community as samples, investigated the fundamental situation of the community service. The author put forward three predicaments, say, the contradiction among the increasing needs for service, the limitation of fund and the limited community service;the dilemma of the community's multi-needs and the government's single supply;and the dilemma of the citizens' multi-needs and the single-supply mechanism. At the same time, through the investigation of the general situation, service items and the service subject's operating, the author analyzed the relationship between the structure of community needs and community service, the relationship between the community fund and self-earning and the relationship between the community putting and the government's guidance.On the basis of the western polycentric theory, according to the current situation andissues on the community service, the author suggested the way to develop the community service, that is, build a pluralized interactive net, including the founding of multi-collection mode of community fund, the multi-supply mode for public service, the growing of the medium organization to accomplish the object of multi-provider and the development mode of community service under the guidance of needs. In the end, the writer conclude the essential factors, such as, the subject of the pluralized interactive net, motivation, mechanism and results;emphasized the development of the medium organization will be the basic factor to this net, the citizens' participation can help to establish it and to meet their needs. The author also pointed out that the domestic community service still is under the control of government and will go to the new stage that government, market and society will cooperate and interact.
