| Employment is a challenge that every country and area have to face. As a country with the largest population in the world, the advantage of abundant labor force has became a heavy burden to China. Especially from 1990's, employment issue is the most urgent problem to be solved. Because the labour resources flowed more quickly and reset by the influence of this kind of adjustment and reformation, and the laid-off and unemployment creased year by year. Meanwhile, the community employment has been developed. In the course of supplying service to the resident, a lot of employment opportunities and employment position has been created. We can seen from the current development that as the important supplement of normal employment, community employment has not only met the increasing needs of the community resident, but also supplied so many employment opportunities and positions on the basis of community, and has played an important role in decreasing the stress of city employment and reemployment.On the basis of the current research, the author try to see the community employment as a big system, and we need to research the integration of this system, the factor of this system and the mutual function and dependence between them. In this essay, the author put forward the four main bodies of this system—government, community, enterprise and third section. In the context of transformation of economic system and adjustment of industrial structure, the author analyzed the function of these four main bodies by using the pattern of structure-function, and analyzed the status and function of them, and analyzed why them became the main body, and analyzed the cooperated mechanism between them by using AGIL. And the author indicated the problem of these four main bodies. At last, learn from the successful experience of community employment in America, and all the contributions they made, the author put forward the improved measures for them pertinently.
