Urban Community Governance Body Study

With the gradual deepening of reform and opening up, Chi-na s urban social structure has undergone tremendous changes. In response to a series of problems arising from the restructuring, the Chinese Government has launched a community construction pro-ject, and has explored reform of the urban grass-roots manage-ment system, which in order to achieve the effective integration of government administration and community autonomy. Meanwhile, Government theory, which manifests the democratic spirit, and holds the position that Government and the social strength should cooperate to deal with the public affairs, has been introduced to China. Government theory not only has opened the eyes of the ac-ademic circle to study community, but also has infused the new vigor for Chinese Urban Management System innovation. Taking Government theory as the analysis frame, and according to the study of Taidongli community which is in Fengtai District, Bei-jing, this article point that:on the one hand, Taidongli formed a diverse community governance structure. Government, Communi-ty Residents'Committees, Community Organizations, Area U-nits, Community Residents, and so on, which represented by multiple subjects have played a positive role in the community to provide public goods and services. On the other hand, Taidongli community governance body is still having much lack that is di-rectly impacting on the smooth progress of community construction and grass-roots democracy. First, the role of government is "Offside", this highlights the tendency of the Community Resi-dents'Committees to be a administration, community workers are so busy with administrative workload and have no time to better organize the autonomy of community; second is the CPC organiza-tion in the community's intervention in Community Residents' Committees, which has inhibited play the autonomous function of the Community Residents'Committees; Third, Community Resi-dents'Committees's autonomous foundation is still weak, the physical lack of legal status, lack of funds, personnel, etc. is not enough work has become a neighborhood constraints; Fourth, the slow development of social organization can not fully play its func-tion to cover the " government failure" and the " market failure"; fifth, residents'participation in the community, and community development'endogenous strength, yet to be strengthened; Sixth, area units'community participation is still passive, re-source sharing, a total of build in a mechanism yet to be estab-lished and improved. In response to these problems, this paper tries to create problems of deep-seated reasons and with the spir-its of 17th congress of CPC that about society construction and grass-roots democracy, and combine with the fundamental value of Governance theory, put forward ideas for future development of community from the transformation and optimization community Multiple control of the main characters point of view. First, the community governance is inseparable from the government. The Government should change their concepts and functions of the re-lationship between government and community, with the scientific orientation of the role of government in the community, and ad-ministrative innovation community access mechanism to achieve effective convergence and positive interaction between government administration and grass-roots mass autonomy; second, civil society is the base and security of community governance. So this needs to strengthen community self-government organizations, social organizations, empowerment of community residents to cul-tivate and enhance the community s own driving force, to improve the legal environment, establish and improve the communities in the management of long-term cooperation mechanism to achieve the sustainable development of communities. Finally, the paper believe that, the combination of good governance and community autonomy, not only strengthen community functions, but also con-form to the tide of democracy, which will promote the moderniza-tion of China's new community construction and the development of socialist democratic politics to a higher level.
