Issues About Community Self-government In The City Of Changsha

As the sweeping trend of urbanization in the global world, community construction in cities has become a strategic project in a modern and civilized society in China. In the course of construction of a harmonious society, innovate the urban management system and strengthen community self-government in urban areas play imperative roles in this advanced condition.Based on the related theory, such as social construction of Marxist, self- government theory and the theoretical basis of communication, this paper describes the research background and significance of community self-government, and then illustrates the current situation of community self-government in Changsha. At first, this paper introduces the main object of community self-government and community's social structure, and then, for the instances of individual communities in Yuhua Distract and Furong Distract, sums up the new challenges in the process of community self-government in Changsha City: adapt to the development of post-industrial era; communities bear more copious tasks of social management; resident's need for services is urgent; community's function to maintain social stability. In the face of these new challenges and circumstances, those disturbing problems of self-government that in front of urban communities cannot be ignored: the excess of external pressure and business; apathy and psychological preparedness between neighbors which caused by community housing commercialization; low democratic participation sense among community residents; the contradictions among community owners and property companies, developers; community infrastructure in community is weak and the income of staff is generally low; lack of sufficient law guarantee.In view of the problems and challenges above, the author proposes the measures which are available for the development of community self-government. In the situation of a new type of community self-government in Changsha City, this paper combines the above theory , then give a list of corresponding countermeasures and suggestions: transformation of government functions, and promoting a system that is divided into lines; nurture and develop non-governmental organizations in community ; enhance people's awareness of participation in community constructions; the implementation of a wide range of investment mechanisms; strengthen community cultural development.
