Headmasters take the lead in the fundamental education. The effectiveness of the training for headmasters restricts management conception, level and specialization development in the whole. It is helpful to find out the problems of lacking effectiveness in the training for headmasters and lay a foundation for providing a scientific training and developing specialization for headmasters by analyzing the factors which influent effectiveness of the training for headmastersThis paper started from analysis on the general situation about the training for headmasters both home and abroad, by using literature review, questionnaire and data analyses, and analyzed the main factors which are related to the training for headmasters. Two aspects in this paper — first internal factor and then the external factors —but the former is more important since external factor just set the condition for the internal factors but have to build on the base of internal factors. To analyze the internal factors of the training for headmasters, there are two lines: headmasters themselves and training institutions. Main discussion about headmasters themselves focuses on the analysis on present situation of headmasters'quality by literature review and using questionnaire. And discussion about the training institutions focuses on the present situation of the training institutions, the teaching resources and goal, content, modal, evaluation and other elements of the training, by using questionnaires and analyzing data together, and parts of data are analyzed by software - SPSS11.5. As for the external factors, I mainly synthetically analyzed the compendiums, programmes, byelaws, plans and other regularities which made by government and education administrations.In my opinion, by analyzing the various factors, but with totally different levels, the factors which can influent effectiveness of the training for headmasters are complicated and change ceaselessly. The main factors in the present are the uncertain goal, outmoded content, shortage of teaching resource, conservative conception, and have no direct policy and evaluation for the training for headmasters. The minor factors are the uneven quality of headmasters, unsatisfied demand, disordered training institution, lacking organization of the training resource, weak support from government and less participant motivity from society.In view of the factors which can influent effectiveness of the training for headmasters, I have some suggestions: consummating the policy and regularity system and building national standards of headmasters; changing conception and promoting continual development of the training for headmasters; detailing the goal and establishing the target system of the training; using the experience of the training of human resource and innovating the model of the training for headmasters; upgrading the demand level of the training for headmasters and inspiriting headmasters to chase a higher aim; building higher quality of teachers and optimizing the training for teachers; evaluating the training for headmasters and promoting cooperation and exchanges between regions; intensifying training institutions and unifying the training resource.
