However, Jiangmen, located in " the Pearl Triangle", the number of the students in non-governmental schools is much smaller than that of the state-owned ones. The proportion is far below the national average. So we have to take backwardness of the development of non-governmental education in Jiangmen seriously. It concludes the problems existing in the development of non-governmental education mainly above. The status of non-governmental education is not very explicit. Its function hasn't been exerted well. The level of running schools is unbalanced. Jiangmen's non-governmental is lack of good resources. The students are not enough and their quality is not so good. The teachers are unstable .The self-development is lack of the norm. There is a tendency of acquiring success and benefit instantly.The obstacles of affecting the development of non-governmental schools include the exterior factors such as the cognitive prejudice, the backward policy, weak management and the fetters of the environment. There are also some drawbacks in it self such as the impure motive, incorrect fixed position and bad weak interior management.Therefore, both the government administrative department and non-governmental schools should take positive measures to resolve the problems themselves. The government administration department should realize the meaning of developing non-governmental education and establish their status. The government should program scientifically, plan as a whole moderately and make good use of such schools. It should establish and consummate the system of legal norm of non-governmental schools; It should amplify and consummate the management system of non-governmental schools and standardize the management further. It should also carry out the investigation of the schools which changes system, to improve the research of the plural modes of basic education, and there's also a need to carry out the financial aid, insist on the publicity of the positive public opinions and set up the new image of non-governmental schools. At the same time, the schools must understand the value of fixed position of non-governmental schools correctly, set up the viewpoint of scientific development and seek the breakthrough of developing itself; They must handle various relations of its self-development correctly, improve the education quality gradually and form the good effect of scale gradually; They should strengthen the interior management, build up the movement mechanism of modern management and raise the utilization of education resource strongly; They should strengthen the exchanges and cooperation continuously, introduce advanced theories and persist in running schools cooperatively. |
