The quality guarantee movement of international higher education, therefore, started in 1980s. The first step, the establishment takes official government as main evaluated organization;the second step, the establishment authorities and folks manage together of organization in the evaluation;the third step, the establishment takes social organization as main, the government organization macro-administration.
