How to face the increasingly severe challenges for training talents which are brought bythe synchronous development of agricultural, industrial and Knowledge-based society , and toseize the historic opportunity to make a contribution to the implementation of the strategy ofrejuvenating the nation through science and education and the strategy of strengthening thecountry through the cultivation of skilled manpower, is the most important task of educationat present in China. Therefore, the ministry of education constituted "2003-2007 Action Planfor Invigorating Education"——it took the development and reform of rural education as oneof the two strategic priorities, and brought forward a series of measures to promoteharmonious development of urban education and rural education, and proposed to constitute"2020 Outline for Education Development".The research takes rural compulsory education which is the priority and difficulty ofchinese education undertaking as study object, and the forecast of developmental indictor ofeducation as an important means to sketch the general situation of the development of ruralcompulsory education from now to 2020 to provide references for making policy of ruralcompulsory education in the future. As far as the purpose and object of study are concerned,the research is suitable to the theme of "2003-2007 Action Plan for Invigorating Education".The main method of this research are documentary analytical method and statisticalmethod.Based on the forecast of school-aged population from City-country Dimension, thegoals set by The Sixteenth National Congress of the CPC and Chinese Ministry ofEducation,and other scholars'and research institutes' research,the research uses RegressionAnalysis Method, Smoothed Exponential Method, Delphi method, International ComparisonMethod to forecast the exponential of developmental indictor of compulsory education.This paper analyzes the present situation of the unbalanced development of compulsoryeducation between the urban and the rural areas from three dimensions—teacher, funds, andthe condition for education provision, combining with other scholars' research on ruralcompulsory education and the corresponding national policies and developing programmes,on the basis of above-mentioned contents, the author of this paper builds the developmentalindictor system of chinese rural compulsory education, then forecast the exponential of theseindictors. The main achievements of this research are the construction of indictor system andthe forecast of indictors' exponential. This indictor system contains three level's indictor,thelevel 1 covers four fields: student, teacher and staff, funds and the condition for educationprovision. The level 2 has 27 items including the number of students , gross enrollment rate,teacher—student proportion, public fund per student, the qualification ratio of sports, music,art and teaching equipment, and so on. On the basis of the indictor system and exponentialforecast, the author brings forward a series of suggestions and measures:to establish qualitysupervisory mechanism of compulsory education, to improve the quality of rural compulsoryeducation, to promote the level of teachers'academic credentials, to establish the rationalinteractive mechanism between rural and urban teachers, to improve the condition foreducation provision, to quicken the process of rural education informatization,and so on.
