Since the launching of its open-door policy in 1980s,the reform and economic development in the rural region of China has gained tremendous achievements. However, meanwhile, new difficulties and problematic issues are emerging along with the achievements. The above difficulties and problematic issues have been largely constraining the reforms and economic development from stepping onto the further steps due to the universal low-quality workforce in certain area. Hence, enforcing and strengthening the free-education that is supported by the government are widely recognized as the most effective way to help the rural area out.The free-education finance investment system was started from 1985. The core contents and purposes are: first, leveling the education running and administration; second, raising money from multi-channels to support the education. The system had helped successfully launching the free-education, and stimulating the positivity of people in the rural area of running educational affairs in the early period. However at the same time, the process of implementing this system has been encountering many problematic issues. These problems had caused a huge imbalance during the process of popularizing free-education and development.Since 2000, the reform with the concern of rural taxing policy that includes had been conducted in the rural area of China, which includes the cancellation of additional charge of education and fund for educating purpose. The direct consequence of the insufficiency of fund caused the low-quality education, shortage of salary for teachers and school constructions. Despite that the education in the rural areas was thought as cornerstone of reforming and developing China's education industry, the free-education would not be insured due to the insufficient fund, even though the government had put more concerns into investing and other related policies.In the last couple of years, scholars have been discussing over the issue of fair...
