The level of teacher ranks not only is the core of universities that is competitiveness and have good overall quality but is the critical factors that Gansu Province "revival through science and education". Education is the foundation of everything., the base of education is teachers . High-quality teachers is the first school resources.Gansu Province is located in the inland of the motherland, which is relatively backward in economy and culture than the eastern region, so the development of teaching staff become even more urgent and important in Gansu Province . Especially in recent years, with social development and the role of natural law, the teachers entered with the new replacing the old times in Gansu Province. At present, the universities are very concerned about a problem that is how to find effective ways to optimize the allocation ofteachers to form a rational structure. The paper is divided five parts as follow:At first the author set forth background, research significance, literature synthesis, research ideas and research methods, and noted that the study of difficult and innovation in the paper.Subsequently, the author began to study the concepts to understand the concepts's meaning. Be based on the actual situation of teachers in Gansu Province universities in 2000-2004, the author present the main advantages, problems and potential crises teachers of universities in Gansu Province.The third, according to the actual situation of teachers in Gansu Province universities in 2000-2004, the author forecast and comparative analysis the total of demand of teacher staff and multi-level of teacher staff.The forth, the author presents the factors which affected teachers to be supplied in universities, such as the job market factors, the expected income factors, the opportunity cost of education, cost factors, historical factors, economic factors and so on. The author also present the factors which affected teachers be demanded in universities, such as the rate of student and teacher, school size and level of socio-economic factors and levels of development factors.Finally, the author identify guiding ideology and strategic objectives for the development of teaching staff in Gansu Provinces universities for the relevant departments to plan the development of teaching staff in Gansu Province universities as a reference. According to the reality and the forecast results of universities in Gansu Province, author present some measures, such as the government's macroeconomic measures, universities's specific measures as well as teachers how to improve their own quality for government universities and teachers.
