Because the graduate education will play the key role in the fierce competition of knowledge and talented people,to develop graduate education rapidly should be taken as an important action in prospering China by science and education. At the same time,the international competition will be intensified and the social and personal demand for being educated will rise after China's entry into WTO. As a result,the number of graduates' enrollment is increasing continuously by over 30 percent more than the last year in recent years. Under such high-speed situation of expanding,study how to assurance the quality of education of the degree and graduate student to seem particularly important. This text is divided into four parts: First part,introduce the relevant concepts of the academic degree and graduate,and the quality of education assurance,and discuss the operation of the quality of education assurance from angle of the total quality control " manage course on the whole,management on omni-direction,the whole participate in management ". Finally analyze the view of the quality of graduate education and make the regulation on the science. Second part,all-sidely introduce the overview of the activity of U.S.A. quality assurance of academic degree and graduate education, in order to offer reference for the quality assurance of our country. It is the main characteristic of taking social assessment as the core of U.S.A. quality assurance of academic degree and graduate education. The government and universities play an important role in the course of the activity of the assurance quality. The third part,introduce the basic overview the quality assurance of academic degree and graduate education,including form period and developing period. It is the main characteristic that the assurance activity relies mainly on government in quality assurance of academic degree and graduate education. The authority of the society,universities and intermediaries is limited in participating the appraisement. The fourth part,put forward the countermeasure mainly including: regarding market orientation as the wind vane of the development of graduate educational quality;realizing the institutionalized,legal and standardization of the quality of education assurance;developing the subject of plural quality assurance;strengthening the graduate education theoretical research and building of contingent of the assessment;setting up the mechanism of diversified quality control and assessment;moving towards melting, internationalization and informationization,etc.
