Although being a top developed country in education on earth, America has faced some problems, such as lacking of macroscopic control and unbalancing in the development of education etc.. Under the typical system of local decentralization, each state has its autonomous rights to transact educational affairs without interference of federal government. In order to make the limited education grants more concentrative and effective, the U.S. federal government drew project managing mode into the field of education which identified so clear concentrative target, low construction and suitable to control accountability that its obligation to manage was consolidated successfully.Employing theoretical mode of education sociology, framing on the basis of research of comparative education, using research approaches such as mode, factor analysis, comparative, literature and history, the dissertation systematically investigated background of social biology and its practical shape as well to deeply analyze its construction, dynamic progress and effectiveness through using five-factor approaches including principle part, purpose, content, condition and method in sociology. Integrating with the characteristics and status quo in Chinese macroscopic education managing and introspecting its problems, the author logically reasoned and deduced enlightenments to our education managing from the American federal government's education project managing mode.
