The compulsory education is the product of the society when it developed to a certain stage. It is a sign of modern civilization. It is the base of modern education. This article is based on a precise analysis into the present situation of compulsory education in our country and also the comparison among the compulsory education situation in developed countries such as America and France. It proposes constructive suggestions and related measures. The article aims to accelerate the speed of the reform on the system of compulsory education and propel the development of the education system in our country.The investment policy on the compulsory education in our country adapts to the financial system. Since the establishment of our country, the investment sources of the compulsory education in our country has experienced the transformation from the single channel to various channels. The compulsory education in our country has the following features: the investment responsiblity between different grades of the government is shared mainly by the countries or towns, + the invested capital has various sources. However, there are also many defects: the total amount of the invested capital is not sufficient, the structure of sharing responsibility is not sensible, the education condition and the level of investment are imbalanced and the educational crisis emerges.This article focus on the introduction of the present situation of the investment on compulsory education in America and France, the financial system, the operation system, the resource of the investment and the level of the investment. It also generalizes the basic experiences of the compulsory education in develop countries.On the base of the analysis on the present situation of our investment policy on education and the comparison among the experiences from the developed countries, we get the following important points.
