With the rapid development of higher education, the Government’s public finance reform emphasis on efficiency of input-output of new ideas. A long time, the Chinese government funding for public colleges and universities valued to scale the size of investment, rather than for the high and low of efficiency. The financial sector pays more attention to increase the number of allocation of funds each year, and less attention to investment management and expenditure of higher education performance. The reform of colleges and universities to invest the theme is to establish a performance-oriented input-output concept, and the performance evaluation system.Government’s investment performance evaluation to colleges and universities originated in Western countries, the80’s,20th century. U.S. colleges and universities to implement the performance evaluation is a typical representative. Through investment in the practice of performance evaluation, from the United States’colleges and universities, it has great significance for improving higher education and the funding of colleges and universities in our country, and for enhancing the use of funds of public finance efficiency and effectiveness,The main contents of this Paper include the background, the development process, and analysis to focus on Tennessee, U.S. colleges and universities represented by the concept of evaluation of investment performance, the evaluation index system, the lack of performance evaluation, and look forward to their performance evaluation of future development trends; finally, process the policy suggestions for the reform of the higher education in our county, and try to build a performance evaluation index system of investment in China’s collegesIn this Paper, Performance evaluation uses literature and case research methods and starts from the theoretical foundation of the Performance funding of higher education in the United States, the background, the history of its development, as well as future development. To the practice of the United States, Tennessee, for the case, studies the American higher education performance evaluation index system. Finally, drawing on experience of the United States, the article tries to build China’s investment performance evaluation system for colleges and universities.
