Study On The Rational Model For Educational Policy

Educational researchers in China generally think that rational model need rational persons who can know anything and do anything. So the concepts existing in rational model are not different from Utopia. But in fact, many people have never clarified the two notions: rationality and rational model.Rational model is the policymaking model which seeks for the optimal project of solving educational issues. Its characteristic lies in its nucleus and trilogy. Its nucleus is to seek for the optimal project of problem solving. Its trilogy is to look for every project of problem solving, to try to predict and evaluate every project all sidedly and to compare the projects with each other according to the degree of serving given purposes. There are intrinsic logical relationships between the nucleus and trilogy. All the potential and secret in rational model exist in its nucleus and trilogy. From among, we can find there are three kinds of rational models: Absolute rational model, Applied rational model and Extensive rational model. Furthermore, we can discover that rational model have some nonnegligible positive functions, such as caring for policy outcomes, producing the systematic knowledge centering in problems, avoiding irrational trial and error method, promoting policy innovation to the hilt, being most likely to prevent individual judgment and experiential judgment from getting the run upon. So rational model has corresponding theoretical and practical values. By considering other decision-making models, we can understand the applied significance of rational model for educational policy all the more.At last, the study bring forward one applied rational model for educational policy, and, resting on the analysis of the innovation decision in reforming college entrance examination, shows the general operation guide about the model.
