In a new phase of new century, with plurality developing tortuously globalization of economy continuing deeply, theProgress of science and technology changing with each passing day, the talent resource has become one of the most important strategy resources and has determinative significance in comprehensive national power day by day. Under construction of the great cause of Chinese characteristic socialism, We should regard the talents as the key factor to pushing the development of cause, try to cultivate hundreds of millions of high quality labors, tens of millions of special talents and a large number of top-notch creative persons, then change our nation from a large population one to a strong one with talents resources, raise core competition and comprehensive national power, finish the historical task of completely constructing comparatively well-off society and realize the revival of great Chinese people .So vocational education is bearing the important task of cultivating labors and tens of millions of special persons.With our society and economy developing rapidly, reform and open further continuing and socialistic marketing economy and economic system being perfect day by day, society(or market) will need more high applied talents to production ,management, service and the technology in the first line. It has been proved the existence of talents requirement by the talents market in our coastal areas and many developed countries' experiences. To such aspect, many domestic departments and experts have been researching and studying for a long time .All of them feel it is very urgent to develop vocational education in China. Vocational education should be one of the most important tasks at present and during a long period.In our country, vocational education was originally vocational and technological education. Its original meaning is vocational education and technological education. UNESCO calls such one technological and vocational education. Its concrete contents are technological education and vocational education. After 1994,our country change vocational andtechnological education into vocational education. In fact, its intention is still technological education and vocational education .In most of the countries in the world, vocational and technological education is divided into secondary and advanced layers. At present, vocational education regard the cultivation of technological talents as the main task, many of them are secondary layer. Technological educations regard the cultivation of technological talents (technological applied talents or skilled persons) as the main task. However, vocational education is influenced by many factors, such as many people lacking of knowledge about vocational education, the influence of traditional opinion on talents, the quality of students' source, the problem of the graduates' obtaining employment and so on.High education has now stepped into a period of "popularization". University students who used to be "high talents" are no longer "high". Those students who used to engage in "advanced jobs" are turning to be common people. Skill and ability are of essential for applying for jobs. At present enrolling rate of high education for school age is twenty percent, which has been in "popular" stage according to the standard of fifteen percent. Developed countries have gone beyond forty percent, some of which has reached over fifty percent, which is "commonization" stage. We predicated that by 2005 the time of "essentialization" will also have gone University students are no longer being proud of. They will not attach themselves to advanced jobs. They must compete for an idea job by their skills and ability. Thus practice is increasingly important for University students. Without that they will have trouble making a living in the society.Man is stepping into the age of intellectual economy, in the age of intellectual economy, knowledge and information has become the main body of economic increase in value. Industry presents the feature of intellectualization and softenization, Meanwhile, the bunds between knowledge and trades has been broken and presents a tendency of synthesization. As a direct source of vocational talents to production, service and management position, vocational education must respond to the development in economy. We should not only emphasize the cultivation of the students, specialized knowledge and skill, but also pay attention to the cultivation of the students, key ability, For example, the ability to express well; the ability to understand; the ability to adapt their position; the ability to receive deeper education and training; the ability of social association; The ability to deal with and understand contradictions, and the sense of cooperation, responsibility, undertaking risk, ect.The birth control policy is a essential one in our nation. And it is very common to meetsome difficulties and frustration in the big family------our society. Whateveryou do, you should contact with all kinds of people. So, we should strengthen the cultivation of the students' key ability, to make them gain better. Psychological quality and adapt the new circumstance after their graduation. Enable them to build good human relationship as soon as possible, to give full play to their talents, to realize their own value, Harmonious human relationships require team spirit , and the enforcenment of the ability to cooperate with others. And make effort to understand others and to be understand by others.
