The twenty-first century is an era of knowledge economy, in which the rapid development of knowledge makes study a lifelong course and a new generation healthy in both body and mind with lifelong learning ability is called for. And in this way the priority in physical education has to be given to the development of learning competence of the young, especially their awareness of lifelong learning and physical practice. The prerequisite is the improvement of self-regulated learning ability.Now the new round of P.E curriculum reform in elementary education of China advocates changes in the manner of study. Under the guidance of humanism in self-regulated learning, this paper tends to explore the development of self-regulated learning scale in P.E for middle school students and a present-condition survey in an integrated way of theories and practice, quality and quantity.First, a self-regulated learning scale for middle-school students is developed on the basis of private comprehension of the PESRL combined with the peculiarities of P.E. With reference to the stems of the existing scales domestic and abroad, a preliminary SRL questionnair comes into form after consultation of two P.E experts and an educational psychologist. The questionnair investigates 1,562 students, analyzes all stems, four of which has been eliminated for unremarkable CR value, and chooses four factors after ten-factor analysis and finally evolves into a PESRL scale with nineteen items. Tests on the reliability of interior consistency and re-survey indicate high reliability and validity of the scale.Secondly, an investigation is conducted in the form of batch test in one group with the scale, on the present condition of P.E self-regulated learning. The subjects are 365 students from some middle schools and 339 valid questionnaires return. All the data is put in computer for processing with SPSS. 12.0. After comparison of the present condition of middle-school students' P.E self-regulated learning between different schools, genders, phases of study and grades.Based on the analysis above, the results can be arrived at as following:1. The middle-school students' P.E self-regulated learning scale is made up ofnineteen stems, including motive, method, process and result of study.2, It supports the research hypothesis and reflects the true situation of PESRL of middle-school students with high reliability and validity. The scale can be an effective device of measurement for PESRL research among middle-school students.3, The level of P.E self-regulated learning of middle-school students in city was lower than that in country. However, the prominence of difference does not exist in all latitudes.4, Boys have higher level of PESRL than girls and the difference is great in terms of method, result and score total.5, Higher level of PESRL is found in junior high school students than in senior high with prominence in all altitudes except study motive.6, Grade one of junior high school is found with much higher initiative than grade two; the difference is very prominent in all altitudes but study motive. But no similar situation occurs between grade one and two in senior high school.7 Except for grade one has noticeably different level in all altitudes with the other grades.8 With the increase of grade, the total level of students' self-regulated learning descends.9 There is no significant difference found in motive of study between all middle-school students.
