With the reform of basic education in primary and middle school, this article is devoted to the research and problems of physical education, such as the time of physical education teaching, expenses of physical education, the application of fields and equipments, the treatment of teachers, the quality of physical education, and physical training after class. Throughout this process of study, the strong dissatisfaction from both students and teachers gives a deep impression to the writer. This is contradicting with quality education, is not in accordant with the will and needs of them, and at the same time, is opposing to the equal status of physical education, moral education and intellectual education. There are mainly two reasons: 1. The weakening of theoretical research leads to the inadequate acknowledge of the functions of physical education; 2. it's hard to ensure the right position of physical education in the exam-oriented education system, which makes it function inadequately.The article puts forward the idea that the guidelines and the functional analysis are misread, especially PE's essential function is not clarified, and there are some problems as to the relationship between PE and health. Meanwhile, this article divides PE's functions into two parts: essential functions and derivative functions, the former centers on how to develop students' physical literacy. This article has also given a further statement of the connotation, components and development of "physical literacy.This article holds a strong belief that the status of physical education should be promoted. The article makes a literature research on PE's status in the history, demonstrates that the essential function is to develop the "physical literacy and that decides the status of physical education. Therefore, the relationship of physical education, moral education and intellectual education embodies the overall development of "physical literacy, humanistic literacy and science literacy. In a word, physical education should at least be placed in the same status as moral education and intellectual education.
