On Setting Up Of The Harmonious Relationships Between Sense And System Of The Integrated Way Of Managing Colleges And Universities According To Law On One Hand And By Morals On The Other Hand

This article first analyzes some problems in colleges and universities' management from the following aspects, one of which is the morality and credibility crisis of teachers, students, administrative personnel and workers, some of whom are not efficiently aware of laws. What's more, the educational statutes have not been perfected yet, and there is also the problem of lacking in the mechanisms of investigation and surpervising. By observing these current situations, the author finds out the main barriers that exist in carrying out the method of managing colleges and universities according to law and by morals at the same time. Then the harmony between sense and system is improved, and therefore, some principle methods of setting up the integrated system of managing colleges and universities according to law and by morals at the same time are probed. This article can be mainly divided into three parts: I.Scientific basis of the integrated way in managing colleges and universities according to law and by morals concurrently, which is illustrated from the following four aspects:1.the specific reflections shown since the policies of administering a country according to law and by morals at the same time were carried out.2.the interrelationships between law and moral.3.the new age's demands to be fit for economic globalization and advanced educational internationalization.4.the practical requirements put forward to better the colleges and universities' management. II.Main barriers in carrying out the policies of managing colleges and universities according to law on one hand and by morals on the other hand, which are mostly set forth from the following three aspects:1.the level of administering colleges and universities.2.the imperfection of educational legal system.3.the decline of teachers, students, administrative personnel and workers' moral immunity. III.Principle ways to realize the harmony between sense and system of the integrated way in managing colleges and universities according to law and by morals concurrently, which is mainly elaborated from the following aspects:1.the nurturing of law awareness.2.the perfection of the legal system in colleges and universities.3.moral construction.
