The flowing of rustic-workers in the city has brought many social problems, and so they have once become the focus of economics and sociology. Now the rustic-workers are flowing with their families. The problem of how their children can go to school and how to amalgamation with the city through learning is dashed forward. At this background ensureing and compensating their children's learning right in the city has quite strong realistic meaning because many of their learning rights has been being lost for some reasons. This study begins from the realistic place of the children of the rustic-workers in the city. It has analysed the relations of the factors——economy, society, culture, psychology and family with the imperfect of their learning rights. Then it has analysed the deep reasons for the above instance. At last, it put forward the point of compensation to the children of the rustic-workers in the city. And it has demonstrated the intensity of need, the principal part, the category and measure of the compensation. From this the children of the rustic-workers in the city can enjoy the learning rights of themselves and develop better.
