| Globalization, a common words used by politicians and scholars from the world to describe the epochal features, is a major tendency of the current world. It is a process in which each independent entity's political, economic and cultural interrelation becomes increasingly close, inter-dependence increasingly deepening, and interaction increasingly strengthening. It is also a social process in which every country pushes on structural transition, reconstructs classes composition, and adjust and readjusts itself under external pressure. This process is inevitable for any country, not transferred by people's will.The economic structural adjustment in the world has raised a higher requirement for talent's quality, and comprehensive national power has been more dependent on science and technology advancement and talent development. As the competition for talents in international society is getting increasingly tense, the problem of talents, especially the problem of talent security, has become a focus receiving universal attention all over the world. As a developing country which is accelerating its modernization, China is also facing these problems. Nowadays, China's talent resources is deficient, with its quantity short, high-level talent tart, and compound-oriented and inventiveness-oriented scarce. Moreover, the competitiveness for talents is obvious lower and talent structure is not very reasonable. In addition, international competition for talents leads to the drain of talent in China. In recent years, the drain of high-level and special talent is rather serious in China, with a passive situation of "developed home while employed abroad" occurring. Some western developed countries especially the transnational corporation regard Chinese university, institutes, military industry, and financial and insurance industry as their talent reservoir, hunting for the high-tech talent and senior administrator unscrupulously, China's pressure of competition for talent is more urgent, facing up to the international competition. At the same time, there are a great deal of problem in social concept and the venture in talent system is still serious in China There are a lot of drawbacks in system from culture to utilization, flow, absorption, and system environment. It is the talent system for planned economy that becomes the most fragile part of talent security and the focus of venture. The talent system and concept, guided by the important ideology of "Three Representatives", should not be invented without any delay. A more open, more embracing, more humanized talent concept should be established according to the oriented and advanced requirement of Three Representatives". Beginning with invention of culture system should be constructed rapidly with competence development as its core, leading to the formation of study-oriented society, therefore, the effectiveavailability of talent can be settled thoroughly. More attention should be paid to utilization system, and scientific and socialized evaluation system directed by competence and achievements should be set up. Effective stimulation and security system should be strengthened on the purpose of encouraging talent to work and invention, so that talent can be exploited, reserved, and brought into full play. A reasonable and orderly flow system where talents can devote themselves to work should be established so as to solve the task of talent protection. Great emphasis should be laid on improving environment in order to meet their spiritual requirements, help them achieve self-value, hence providing them with suitable system and organization environment .The working and living condition for various talent should be improved continuously, legalized construction should be hastened so as to strengthen its normalization and effectiveness. |
