With the extensive application of computer and internet technology, Internet-based Education (IBE) has become a powerful stimulation and an effective means to the innovation in traditional model of education and the development of educational project. As a generally adopted platform of IBE, the web-based subject specific website (SSW) is important composing part of IBE. In order to improve the quality and the efficiency of IBE, carrying through the instructional evaluation for the SSW is one of the hotspot issues of the current research. Up to now there is neither an integrated and logical evaluating standard of SSW nor a feasible project. This article mainly focuses on the study of this project.1. Methods and ResultsIn the process of study, we followed the method of guideline system of standardization, stuck to the basic principles of establishing SSW evaluating standard, investigated and researched the relevant evaluating standard, consulted the evaluation standard of common website, web-based courses, courseware, learning resources and other relevant literatures, analyzed the main similarities and differences of one another. According to the main features and evaluation content ofSSW, we also set up the working draft standard including the goal orientation, the overall design, the instructional design, the information resources, the instructional administration and the results and benefits.By means of the Delphi method, two rounds of expert survey on working draft standard were undertaken. Based on the first survey, we improved the working draft standard , deleted the instructional administration standard and original standard, combined two sub-standards of abundance and diversification, added special feature substandard, heightened the definite quality of each item, added evaluate points. And the second survey was carried out followed by the emendatory standard.Through the analysis and conclusion of the second survey, we set up the finally instructional evaluating standard of SSW. The proportion of the main ideas of the experts in the second survey was evidently higher than that of the first survey as a whole.The expert marking method was used to establish the scores of each item of the instructional evaluating standard of SSW.The final instructional evaluating standard of SSW includes five standards and seventeen sub-standards. The experts haven't dissent with the structure, the definite quality and the necessary attribute about the instructional evaluating standard of SSW.2. Basic Contents of the established instructional evaluating standard of SSWThe instructional evaluating standard of SSW includes 5 standards such as the goal orientation, the overall design, the instructional design, the information resources, effects and benefits and 17substandards and 17substandards involving teaching objects, special features,novelty, interaction, convenience, update, stabilization, column setting, instructional strategy, test and scientific, systemic, abundant, advanced and canonical characteristic for information and resource, teaching effects and social benefits.(1) Goal orientation, the basic gist and total guidelines for the SSW, Incarnated three aspects, the orientation of function and status, teaching objects and special features.(2) Overall design, a holistic grasp to the SSW, requests to carry through an overall design in all-sided higher angle with novelty, interaction, convenience, update and stabilization.(3) Instructional design can embody through 3 sub-standards, named column setting, instructional strategy, instructional test and evaluation, in which the substandard of instructional strategy include the meaning of the instructional content, instructional strategy, instructional settings, learning resources, instructional media, instructional activity and instructional process.(4) Information resources of SSW must be scientific, systemic, abundant, advanced and canonical in order to form a nicer instructional circumstance, ensure carrying through the instructional activities successfully and can gain well instructional effects.(5) Effects and benefits can be represented through instructional effects, economic and social benefits.3. Characteristics of the instructional evaluating standard of SSW(1). Embodying the basic attribute and primary characteristic of IBEIBE has many such new features as separation of the space-timeabout instructing and learning, abundant teaching and learning resources, multiform interaction on web-based learning, timely feedback, independence and cooperation learning and intercommunion on-line, humanization and individuation character, credible and safe transmission system on web, etc. Therefore, the instructional evaluating standard of SSW need follow the generic instructional evaluating theory and embody the basic attribute and primary characteristics of IBE at the same time.(2) Possessing new characteristics different from the traditional instructional evaluating standard, web-based courses, coursewares and learning resource evaluating standards, etcCompared with the traditional instructional evaluating standard, the content of instructional evaluating standard of SSW is extensive, the instructional evaluating standard of SSW not only contain student, teacher, instructional content and instructional media, but also include learning supported and served system.Compared with the web-based course and courseware, SSW is a far- going carrier and contains more contents. Web-based courses and courseware is a portion of the numerous learning resource of SSW and included in it. SSW possesses many column and Web-based course and courseware have many function module.Web-based learning resource is basic learning information of SSW and the latter is the application platform to the former.Compared with the common website, SSW must embody the instructional character.(3) Bringing forward and defining the basic requirements about teaching of SSW...
