With the development of information technology, the process of educational modernization is accelerated rapidly. Moreover, the innovation of traditional education is the concomitants of educational modernization. Educational technology is the breakthrough of the reformation in education. Without the educational technology, the new educational concept can not be establish, the reformation of teaching mode and the innovation of educational system can not be come true. As the main force of the innovation of education, teachers are required more quality of educational technology. And, more and more educators pay much attention to this request increasingly.According to the many domestic and oversea literatures about the quality of teacher's educational technology, the author finds that there are little research on this question and limited data. Furthermore, there are no uniform criteria about the quality of teachers' educational technology. There are compartmentalizations according to the teacher's ability, proficiency and the mastery overknowledge. We have just started studying the quality of the teachers' technology in higher education. This brings some difficulties to test and train the quality of higher teachers' educational technology. This paper is going to do some research and exploration about this issue.First, the author makes clear what educational technology is, starting with its concepts. Furthermore, the author establishes the relation between quality and attainment, which introduces the concept of the quality of educational technology. After analyzing the educational technology's status and functions in training college teachers' quality, the author allies educational technology with teachers' quality and put forward the definition of the quality of educational technology. This is a brightness of this thesis.Second, the author focuses on the analysis of college teachers' quality of educational technology, which is the main body of the paper. The author expatiates in two aspects. One is the analysis of the connotation and structure of college teachers' quality of educational technology; the other one is the explanation of the main structure, which constitutes guiding system. When explaining the connotation of the quality of educational technology, the author quotes the ancient idea named "knowledge-sentiment-will-ability", dividing the quality of educational technology into knowledge quality, ability quality, and sentiment quality and quality in scientific research. Basing on this division, the author concretely expatiates on each aspect. In the next part, the author explains therelations among these four aspects according to the "cask theory" and puts forward that they have a big effect on the quality of educational technology because of their relations. With the actual circumstances about college teachers in China, the author does some pilot studies and forms the basic structure, which constitutes the guiding system of the quality of educational technology through literature research and questionnaire investigation. The author ascertains the contents of the guiding system through integrated investigation and systemic explanation and ascertains weight through experimental weight and investigation. The questionnaire is done among the college teachers in "Xi'an Jiaotong University", "the Fourth Military Medical University" and "Xi'an Politics Academy". From the results of the questionnaire, the guideline in the first draft accords well with the actual circumstances about college teachers in China and it is widely accepted. It not only provides powerful gist and reference for the college administrant department who tests the college teachers' quality of educational technology, but also provides a bight way for the college teachers who wants to scale and improve their quality of educational technology.Last but not least, according to the above-mentioned guiding system of the quality of educational technology, the author does some discussion about the training of the college teachers' quality of educational technology, which is widely being held at colleges at present, and does some practical cultivation.
