The difficulty and the weak link of the cities' compulsory education is the compulsoryeducation of the children of the migrant rural workers. In order to ensure that the children ofthe migrant rural workers can receive the education with the law, there are many bearings notonly on the development and the growth of the children themselves, on the sustainabledevelopment the cities and the prosperity and stability of the country, but also on the justice ofeducation and society, on the construction of harmonious society and the creation of well-offsociety in an all round way. Because the compulsory education of the children of the migrantrural workers was restricted by the society regulatory regime and the dualistic structure ofeducation system, many difficulties and problems were existed. And the government thesociety and many aspects are paying close attention to the difficulties and problemsincreasingly. The writer did many researches on the original achievements and the concretepractice by using document method, investigate and analyse method, also analysed the reasonand the value for the problems of the compulsory education of the migrant rural workers, byusing the points of view on "education justice theory", "whole-people education theory", "thecreation of well-off society in an all round way theory" and "the problems of agriculture, ruralareas and farmer theory". On the basis of these theories, I put forward the five principles onhow to solve the compulsory education of the migrant rural workers, they are legal systemprinciple, justice principle, the principle of taking over primary administrative responsibilityby the government, the principle of giving main responsibility to make schooling available bythe government and giving superiority by non-government people, the principle of planning,coordinating, taking charge together. Being guided by these principles, the way to deal withthe construct of the compulsory education of the children of the migrant workers and theeducation regulatory regime. That is to reform the entrance system, the finance managementsystem, to build registration compensation system by the finance departments of thecompulsory education, to build the system of getting the children of the migrant rural workersto be educated, to build society system and to improve the management system of compulsoryeducation. The thesis is based on the system of compulsory education for the migrant ruralworkers, trying to solve it with the target for society and economic growth, breaking the gapbetween cities and country sides, dispelling education discrimination, carrying out inclusiveeducation, fixing the related policy system, promoting the implement the countries' policy andsolving the problems to ensure the education authority on the compulsory education of thechildren of the migrant rural workers to reflect the principles and keep pace with the timesfairly, completely and creatively.
