For many years, being affected by planned economic system, the development of university's logistics has been often invested only by government, and managed by administrative. The service in university's logistics works has formed the welfare supplying type, and "the small society " in universities, this has caused personnel expanding, compositions complicated, limited education funds turning into fragmentation, formed bad pattern of university logistics that "poor country establishing great education; poor education establishing great logistics". Under the situation of university expanding the enrollment scale and national economy transition, existing logistics service ability and logistics service system can't obviously already meet the present demand; this is the background and reason of the reform of university's logistics socialization. The essence of university's logistics socialization is relying on social forces and arousing social resources servicing for university, and making the existing sealed support department moving towards opening at the same time, turning into economic entity that independent management, profit-and-loss responsibility, self-development and self-discipline, then forming logistics insurances system and service system that omni-directional supporting, commercialized management, market-based operation, realizing a new system of service subject commercialization, serve achievement commercialization, service object socialization, service type market-based progressively.The economic nature of university's logistics grows from pure public products of planned economy period to the private products under the market economic system, but it has double nature of educational attribute and industry attribute, so it determines that university's logistics must be a socialization road, and considering special nature, university logistics should find the educational law, and also study the economic law, stress the social benefit and economic benefits as a goal, reach two goals' unified benefit.There are three stages that university's logistics socialization reforming: economic contracted responsibility system, and simulating enterprise checking and calculating; simulating enterprise's overall contract took mechanism transform as the core; and global design, advancing the reform of university's logistics socialization. The reform has threemodes: dual track system mode , enterprise (group )mode and social summing-up mode. And as regards concrete project of the logistics service, because of the difference of its economic nature and importance, it can flexibly elect the whole socialization, community service and school serve inter-dynamic, simulating enterprise, the whole cost management, entrusting social management, amalgamated management, such concrete reform forms as, etc, needn't adhere rigidly to the unity of the form and synchronism of time.
