The distance higher education newly emerged in 80-90s in 20th century is different from the conventional higher education in the form of cultivating mode , instructional mode , managerial mode and operating mode. But plenty of problems are existing in the distance higher education, for example, lacking of managerial personnel, short of teachers, existing the most universal phenomenon to apply mechanically the conventional higher education's ideas, modes and standards to the distance higher education, having no self own regular, mode and characteristics for running schools etc.. What the most lacking one is the building of a feasible and localized distance higher instructional mode. Therefore, drawing in the experiences at home and from abroad and linking the provincial conditions, a new distance higher instructional mode fit for local practice should be researched.This paper taking human as fundament, emphasizes the learning process and the knowledge construction, which is the starting point for distance educational mode reform. The paper specifically puts forward the content and measures for Yunnan's distance higher instructional mode reform: The contents are: firstly, to transform the educational views to "laying stress on the students and their learning"; secondly, to set up new views to the relationship between teacher and students. The procedures are as follows: (1) to transform monomode to blending mode; (2) to transform inductive mode to deductive mode; (3) to transform from teaching as the instructional center to learning; (4) todevelop to localized and blended distance higher instructional modes in Yunnan Province.According to Yunnan's distance higher education's practical conditions and combing the distance higher educational developing tendency both at home and abroad, the paper proposes the following instructional modes which should be actively carried out in Yunnan's distance higher education. They are: (1) relying on the net information technology and distance educational instructional mode; (2) cooperative learning instructional mode; (3) the six-in-one blended instructional mode.In a word, the distance higher educational instructional mode is an open and dynamic system. It just offers a basic frame used in the certain time, the certain place or the certain teaching and should be flexibly used and timely improved to diminish its limitations by our distance educational workers.
