The world in fast changing takes us into the 21st century. The scientific information, the technical digitization, the economical integration, the culturalmultiplication, the education opening.......all is the basic trend which theinternational society develops, also has manifested the 21st century societies' development tendency. The new turn of elementary education curriculum reform is the time advance necessity, the deepened education reform necessity, the education for all-around development necessity, also is the necessity which the elementary education connotation promotion and the modernization progresses.The school-based curriculum development is one of luminescent spots which the elementary education curriculum reforms. Then what is the connotation of the school-based curriculum development ? Has what difference and the relation with the national curriculum? Which factors in the performance history has to consider?
