The world in fast changing takes us into the 21st century. The scientific information, the technical digitization, the economical integration, the culturalmultiplication, the education opening.......all is the basic trend which theinternational society develops, also has manifested the 21st century societies' development tendency. The new turn of elementary education curriculum reform is the time advance necessity, the deepened education reform necessity, the education for all-around development necessity, also is the necessity which the elementary education connotation promotion and the modernization progresses.The school-based curriculum development is one of luminescent spots which the elementary education curriculum reforms. Then what is the connotation of the school-based curriculum development ? Has what difference and the relation with the national curriculum? Which factors in the performance history has to consider? Which does the collated and corrected copy curriculum develop has to move the way? The school-based curriculum development has what significance and the value? Faced with which difficulties? How goes should be right? This a series of questions not only are I feel puzzled, also is the present general elementary and middle schools teachers feels confused.The present paper participates in the experience in recent years through me which the school-based curriculum development practices and explores, developed to the school-based curriculum development has carried on the conceptual analysis, carried on toschool-based curriculum development and the national curriculum two kind of developments patterns introduced and compared. At the same time, proposed the active way of the school-based curriculum development , like the curriculum chooses, the curriculum reorganizes, the curriculum conformity, the curriculum supplemented, the curriculum develops, the curriculum newly organized and so on, and enumerated several examples that I participate in the development of the school-based curriculum example. Through the teachers and students to school-based curriculum in the implementation process appraisal, summarized the significance and the value which the school-based curriculum development simultaneously. Also I talked about the difficulty which the performance history central plane is near, thus will cause later the development already will have to be full of confidence to the school-based curriculum development, also will have opposite to be near all sorts of difficulties will have the enough psychological preparation, and will be able to seek to solves the questionmethod and the strategy. All this will enable the next school-based curriculum development work on a stair.
