Study On Community Security And Service

As the economic system has been reformed deeply and the socialist market economy established, the relationship among state, society and individual changed fundamentally, the function of government converted relevantly. The function of society was deprived by the enterprises and the institution, and the function of society was converted by the government, which returned to the communities. The development of community is playing an important role in the development of individual and society, the security of community is also playing an vital role in the stability of our society's order as the second safe method of the society.The construction of the community in our county was late, the actual of it was started from the policy of reform and open, the development of community service was paid more attention in the late 1980s.Though the history of community construction is short, under the leading of our Communist Party and government, the management system of the community has been improved constantly, the community service has been carried out prosperously, especially the content of the community welfare service has been expended constantly, the function of community security has been reflected to some degree. However, there are much contradiction and limitation in the aspect of the community security, and service because the construction and management of our community are at the turn of conversion, such as the obvious contradiction and unbalance of the supply and demand, the difficult implementation of the project of community security , the relationship between the government and the society should be smooth, the location of community service should be specified, the while level of community management exists problems ,which are restrict the function of community security .The history of the western developed countries and Hongkong is long, these countries have gone through the efforts for decades, and have accumulated much experiences and formed their own characteristics, from which we should learn, such as the construction of infrastructure, the organization and management ,the content and way of the community service ,the combination of society resources and some successful ways of raising money ,which all give as some useful enlightenments .Combined with the situation of our community construction, aimed at the major contradictions and problems existing in the community security, and service drew lessons from the successful way of the developed countries and districts, some perfect policies of our community security were raised:1. to enlarge the input of infrastructure and extend community service . 2. to establish the new type of community organization system at the core of Communist Party organization ,under the leading of the representative conference of community member and community residents' committee, based upon the organization of intermediary service and the group to carry out the separation of discussion and action , and democracy autonomy.3. the development of community should deal with several relationships including the relationship between the leading role of government and community self-helpful welfare service ,the ideal aim and reality possibility .socialization and industrialization.4. to perfect community security system and mechanism, to set up welfare service organization and the helpful integration system of community ,to set up professional rules ,to set up supervising system in order to promote the practice of community security system.5. community service are converting professionally in order to improve the level of service.6. community service are managing professionally.7. to strengthen the combination of resources and set up multi-sided funding system.
