Urban Community Security And Service For Aged-people

At present, the social structure reform of our country has been moving forward, the domestic function of providing for the aged has been weakening gradually and the population is getting more ageing. In such social background, this paper makes a systematic investigation of the current situation of the aged service in Fangzhuang District of Beijing City and does some research of the problems and obstacles during its development. By drawing on the experience of the development of the community service abroad and combining the current situation in this district, this paper is trying to make some suggestions on the further development of the aged service in urban District.From the year of the 1990's, through more than ten years of development, the aged service in Fangzhuang District has made a lot of achievements, but there are still some problems unsolved, such as the excessive administration of the aged service organization in community, the low quality of the aged service staff, the source of the funds for the aged service which is single and unstable, and the distance between the ways and contents of the aged service and the aged people's increasing demands.Therefore, my solutions are as follows: firstly, the aged service of Fangzhuang District should take the role as "the second family", adjusting its contents and ways by strengthening the domestic function of providing for the aged; secondly, the developing plan of the aged service of community in urban should be drafted, so as to let the aged service develop step by step according to the plan; thirdly, the government and the community, the social benefits and the economic benefits should be in perfect harmony, safeguarding the aged service developing in the direction of formulation and welfare; fourthly, a qualified professional staff team of the aged service in community should be built up gradually.
