Discussing On Urban Community Service For The Disabled Multivariate Main Objects Construction

In September,1987, the Chinese ministry of civil affairs held a national symposium on city community service in Wuhan, at which it is proposed to establish Chinese characteristics of community service. And it has opened the prelude to Chinese community service. After20years’ unremitting efforts, Chinese community service has achieved a remarkable achievement, praised by the international community organizations and the majority of domestic community residents. The community service for disabled people is based on the existing community service, providing effective service for the disabled who are affiliated to social vulnerable groups, to solve their difficulties in social life. Community service for the disabled promotes the realization of social rights, to create a good physical and mental condition for disabled people’s survival and development. It makes the disabled become equal social members actually and realize their full rights to participate in social life, sharing the material wealth and cultural achievements from the social development and economic progress.After combing theoretical literature related to the disabled, it’s found that the studies about Disabled people in China are focused on the theoretical research, such as rights of the disabled, sense of power, development of the disabled, laying particular stress on theoretical research. On the other hand, there are a small number of scholars who have social survey researches especially for disabled people, stating living conditions of the disabled in our country, respectively in the aspect of the medical treatment, rehabilitation, disability prevention, employment and barrier-free facilities and so on. And they put forward the corresponding countermeasures for the problems. Based on the community’s perspective, I have done more comprehensive narration about China’s community service conditions of disabled persons, mainly focused on relationships between community service objects, through interview questionnaire, field survey and literature research method, etc. I have summarized the difficulties faced with in the disabled community service in our country, and I also put forward corresponding countermeasures. Although community service for the disabled has achieved some successes, there are still a lot of problems, for example, service effectiveness and efficiency are difficult to meet the needs of the residents’ life, it has not obtained a satisfactory social effect. That economic development level is not high is one of the factors influencing the quality of community service, outstanding performances in community service are narrow scope, low service level, mainly to meet the material demand of the people in the community, rarely involving the people’s cultural life. People pay more attention to the basic living conditions of disabled persons but ignore the development of the cultivation of ability in the course of Chinese community service. In addition to the level of economic development factor, community service objects lack of tacit understanding cooperation between them, and each does things in his own way, which severely weakens the effect of community service for disabled persons.It’s believed in social mutual structure theory that the relation between a persons and the society is the sociological yuan and basic problem, and it is a kind of mutual constitutive covariant relation. The continuual between individual and society also exist such relationship, namely, mutually constitutive covariant relation exits among governmental departments, social departments and economic departments.We must abandon the past opposing relationship and adjust the relationship between all departments, making it become tacit understanding cooperation, to form the combined foundation of social harmonious development and benign operation. The objects of community service include government departments, economic departments, social departments and community residents. For the existing productivity level is not high, and the service quality condition is poor, we should fully play government dominant role and amply mobilize the enthusiasm of each service objects. We can implement socialization of community service for disabled persons, to promote the sustainable development of community service. Generally, socialization of community services includes the following features, diversified service objects, multifarious service contents, socializing service objects, socializing service funds and professional community service. In the aspect of the service objects, on the basis of social security for social vulnerable groups, provide services for all community residents. In the aspect of the service contents, strive to meet the need of all community residents, that is to say, we must provide corresponding services as long as it is needed by the disabled in community service. Ensuring the government’s dominant position at the same time, we are supposed to mobilize social organizations, enterprises and community residents to participate in community service for disabled persons. In the aspect of the capital investment, we should make every effort for donations and financing activities for community service from all segments of society. In the aspect of the professionalization, form a service mode based on professional volunteers as the core, the participation of community residents. Close cooperation between multiple service objects is bound to have a positive impact on community service quality for the disabled in our country, it can help to improve life standards of disabled persons, and they equally share social development achievements together with common people.
