The current time sees that education is experiencing a profound change during the course of transformation from the planned economy to that of market. The market conception, as well as the variety in value orientation, has brought about a series of changes among the school staff, which results in frequent job-hopping or job transference. Therefore, how to meet the challenge in the new situation and how to attract and hold the will of school staff pose a universally urgent problem, which confronts almost all schools. In the macroscopic perspective, how to strengthen the collective cohesion in the school should be based on the premise that personnel administrative system is undergoing the transformation from the model of the planned economy to that of market regulation, and on the principle that a school is administered according to the laws concerned. We should observe and study the collective cohesion of a school by all-round implementing laws and regulations such as Teachers' Law , and by safeguarding teachers' rights and interests in every specific way.In the microcosmic perspective, the concrete strategies of strengthening the collective cohesion in the school makes it necessary that school authorities should be equipped with the concept of modern down-to-earth administration, administer a school with democracy, adopt a scientific administrative mechanism, and build up administrative environment and culture with distinctive features for a school. It is necessary for school authorities to proceed from the spirit of school-based management, work out the teachers' evaluation system and try to make it perfect, so as to efficiently promote the maturation and development of teachers' majors, thus turning a school into a paradise, with an agreeable school culture, suitable for the teachers to work and develop, and advantageous to cultivate large quantities of talented young people.
