| Collective bargaining originated in western developed countries,and has been developing for many years and has accumulated a lot of experience.Compared with the mature Western system,my country’s collective bargaining system originated relatively late,and there are still many imperfections.As my country’s socialist market economy gradually matures and the degree of openness is getting higher and higher,especially since the outbreak of the new crown epidemic,new changes have taken place in the relationship between labor and management,and it is more difficult to reach a negotiated equilibrium point,which requires wages.The implementation of the collective consultation system is more efficient.Therefore,based on our country’s national conditions and Western collective bargaining experience,we have formulated a collective wage bargaining system that meets my country’s actual conditions.It is also necessary to guide labor and management to strengthen communication and dialogue,and multi-party coordination to optimize the mechanism in terms of forming consensus and reaching agreements.The collective wage bargaining system appeared in 1994.It was first piloted in the Pearl River Delta region.After nearly 30 years of development,trade union organizations across the country have implemented the collective wage bargaining system as a routine task.As for District G in City Y,the area is located in the Yangtze River Delta,with diversified economic elements,many manufacturing industries and new business forms,and labor relations are characterized by diversification and complexity.Analysis of the data in recent years found that although the implementation coverage of the collective wage bargaining system has reached nearly 100%among the established trade union enterprises in the region,all kinds of labor-management contradictions and disputes have not been significantly reduced.In particular,the new crown epidemic last year brought uncertainty to the global economy,and the implementation and progress of the collective wage bargaining system also faced many new problems.In order to explore the hindering factors of the implementation effect of the collective wage bargaining system,this article focuses on the analysis of the policy implementation theory,and based on the deliberative democracy theory,the new public service theory,and the policy tool theory,through the analysis of the current situation of the system implementation,it sorts out the city Y The problems existing in the implementation of the district wage collective bargaining system are analyzed,and the hindering factors affecting the implementation of the system are analyzed.Finally,corresponding policy recommendations are put forward in order to provide a reference for the implementation of the district wage collective bargaining system.This article first conducts an in-depth analysis of the current status of the implementation of the collective wage bargaining system in the G district of Y city,combs the implementation context of the wage collective bargaining system,and finds that the implementation of the collective wage bargaining system in the G district of Y city is in standardization,organizational communication,lack of subjects,There are still shortcomings in five aspects,including the participation of labor unions and the role of personnel.Then,based on the Horn-Mitter policy implementation system model,the obstacles to the implementation of the collective wage bargaining system in District G of Y City are analyzed.From the objectives and standards,policy resources,and organization Six aspects of communication and execution,the characteristics of the executive agency,the system environment,and the value orientation of the executive were discussed in detail,and on this basis,policy recommendations to improve the implementation efficiency of the collective wage bargaining system were put forward,with a view to strengthening the objectives and The improvement of several major elements such as the establishment of system standards,the support of policy resources,the enhancement of communication efficiency of all parties,the strengthening and improvement of the role of the trade union,the improvement of the system implementation system environment,and the strengthening of the role of executives to break through the blockage of the collective wage negotiation system Difficulties,effectively protect the interests of employees,achieve a win-win situation between labor and capital,and demonstrate fairness and justice. |
