This paper consists of two parts.The first part briefly expounds the theories of school-based curriculum development. Based on the knowledge of national curriculum, it analyses the disadvantages of the single system of national curriculum and the background of school-based curriculum, introduces some representative school-based curriculum practices and some definitions of school-based curriculum development, and illustrates the general procedure of the development of the curriculum, the importance of the curriculum and some concepts of the curriculum which are easily confused.The second part includes case study on the school-based curriculum developed in NO.4 central primary school of Taijiang zone Fuzhou city. In consistence with the general producer of school-based curriculum development, the practice in the NO.4 central primary also experiences the four steps of demand evaluation, curriculum setting, curriculum execution, and curriculum evaluation. Through more than one year of the experiment of school-based curriculum's development, we successfully enhanced the students' learning interest, at the same time, the teachers started to value student's potential and promote the transition of students' learning style and the formation of new style of teacher-student relationship.Due to the limit of experience, the experiment still leaves some drawbacks. By the assistance of questionnaire, the school reflected on the experiment, and carefully analyzed it. Through the introduction of the experiment, we hope to give some expiration to people in primary and secondary school who are engaged in the school-based curriculum development.
