On The Inherent Correlation Between The Surpassing Strategy The Western Region And The Problem Of Educational Fairness

Long-range objective of develop-the-west strategy which China puts forward in turn of the century, it narrows the gap of the development with the eastern and central regions step by step and realize the mutual prosperity and common prosperity of every area of the whole country. This means that the western region must develop more quickly than the central and eastern regions and implement the surpassing strategy. And the surpassing strategy the western region is a part of strategy that China puts forward to surpass developed countries. The development strategy of " three runs on foot " that Deng Xiaoping puts forward is a specific surpassing strategy, China has already finished the first two steps .Now we are working hard to realize the third step of the strategy, namely after 50 years, China can reach the development level of the medium-sized developed country. So China must develop more quickly than those countries, and the west of China must develop with the speed beyond the average national level.The shortage of human resources, especially the shortage of talent resource, is a bottleneck that restricts the western economic development. So, we must pay close attention to the development of the human resources, promote the quality and level of the whole social human resources, construct " talent's platform " of the surpassing strategy the western region. This is a basic condition and an important guarantee to implement smoothly the surpassing strategy the western region. The reason of the deficiency of talent resource lies in the backwardness of education. In order to increase the reserve of talent resources, we must promote the integral level of education in the western region by training large quantities of all types of talents. The goal of this essay is to promote the development of economy and education inharmony in the western region. Therefore, in this essay, I think the western region must develop education at first. Moreover, I mainly discuss the inherent correlation between the surpassing strategy the western region and the problem education fairness, including two sides: one is the restriction of educational backwardness to the surpassing strategy, the other is that the surpassing strategy can promote the problem of educational fairness to be settled. So I propose that surpassing strategy the western region should focus on " people first " and the policy should be mainly taken the road of internal-development.
