Research On The Problem Of Brain Gain In The Background Of The New Round Of Western Development Strategy

Nowadays in the spirit of the Third Plenary Session of Eighteenth CentralCommittee, all of the Chinese people are strengthening efforts to achieve acomprehensive reform and the goal of building a moderately prosperous society.However, due to the different natural, economic and social circumstancesamong West, Central and East China, West China faces a shortage of talents andthe massive outflow of this area. The key issue is how to take full advantage ofthe present talents, as well as attract the talents backflow from overseas andEast-Central China. Since the implementation of the western developmentstrategy, the western region’s economic, social, cultural, infrastructure andnatural environment has been greatly improved. It has also laid a goodfoundation for the talents backflow to the western China. In the context of a newround western development background in2010, the local government hasintroduced a variety of preferential policies and measures to attract talents. Thetalent backflow phenomenon can be found in western region and talent shortagewill be relieved. However, the talents backflow to the western area cannot meetthe western area’s demand for talents. Therefore, during this new roundimplementation of the western development strategy, it is crucially important toattract more excellent talents backflow to the western area. To realize thewestern area’s economic development, social progress, reform and a well-offsociety is of realistic and far-reaching historic significance.Based on this, this paper will analyze the problems of brain gain in westernregion, and place this problem in the large environment of the new round ofwestern development strategy. On the basis of analyzing the historical process ofthe flow of talent in western region, this paper uses the research methodologywhich the combination of qualitative investigations and quantitative researchesand the combination of empirical analysis and theoretical studies, describes thebasic situation of the existing talent in western region and the questioning statusin all aspects of brain gain, and systematically study factors that led to this situation from perspective of macro and micro. Using a combination of methodsquestionnaires and multiple correlation test, analyze the importance of thefactors of brain gain in western region and the difference and consistency for theimpact of various factors on the brain gain in western regions. According above,this paper puts forward the appropriate countermeasure which can improve thebrain gain of the western region, hoping the trend of widening scale from theoryinto reality, ultimately promotes the economic development of western region,gradually narrow the gap between west and east and achieve balanceddevelopment.There are three basic conclusions after analysis. Firstly, the new ground ofwestern development strategy is one of the major country plans in21centurywhich has created a objective condition for a good brain drain in the westernregion. Western region should take advantage of this strategic opportunity.Secondly, the key of the new round of western development strategy is talents.Without a large number of high-level talents, the goal of The Twelfth Five-YearGuideline could be difficult to achieve. Thirdly, attractive incentives are animportant means of brain gain to west. In the process of the new round ofwestern development strategy, only to develop more favorable special policiesthan the " Yangtse Rive Scholar","people plan","young people plan" and so onto attract more high-level talent to involved in major projects in the westernregion, the task of building a new round of western development could befinished.Due to the limit of my theoretical knowledge and research level, there aresome problems and deficiencies in this article. I will continuously study andexploration of practice in the contested deep thinking. In order to achieve thegreat rejuvenation of the nation and make my own efforts to realize the Chinesedream.
