Curriculum reform is a systemic construction; it involved research of curriculum criterion and edition of textbook. Curriculum criterion is the basis of country management and curriculum evaluation; also it is the ground of textbook edition, teaching, evaluation and test. On the new run of curriculum reform, curriculum criterion take place of syllabus which used for several decades, this change cause attention by many educational workers. Why from syllabus to curriculum criterion? How to completely embody curriculum function of "three in one" curriculum criterion in the textbook?First, on the terms of curriculum criterion's definitions and character, deeply discuss the difference between curriculum criterion and syllabus. The remarkable difference is syllabus mainly provide criterion for textbook; while curriculum criterion mainly make teacher "use" textbook. After curriculum criterion taking effect, character of teacher change a lot, teacher not only teaching but also take part in the edition of textbook.Second, on the analogies of textbook's definitions and character, it indicate that textbook's restriction itself bring bad effect to education. The interaction of relationship between curriculum criterion and textbook, the edition of textbook should basic on curriculum criterion; it is also a re-create procession for curriculum criterion, meanwhile, the editorial process of textbook perfect the curriculum.Because of different background and literate level between different textbook editors, there are different understandings on curriculum criterion. Furthermore, the incorrect statement of curriculum criterion and lack of operation influence the comprehension of editor for curriculum criterion. In fact, edition of textbook is also a statement of the comprehension of curriculum criterion, but there are uncertainty, inequality on language and relate reason, these will interfere statement ofeditor; result in the difference of the true meaning. In addition, the use of photos, pictures and charts are not completely enhancing statement and comprehension, even distort the original meaning. So there is deviation from curriculum criterion to textbook.How the textbook completely embody curriculum criterion become an important problem that curriculum reform faced in new period. The solution will benefit the goal realization of curriculum reform.This article puts forward several proposals from different aspects. First, perfect curriculum criterion, reduce discrimination of language statement; Second, reinforce the operation of curriculum criterion; Third, investigate qualification for textbook editors, insure the element quality of staff; Four, verity the editors as possible; Five, establish communicative channel between criterion former and editor, decrease change of information; The textbook should be compiled in ordered of specialization. The most important way is to set up a perfect textbook evaluation system, select excellent and completely embody curriculum criterion textbook for curriculum reform.
