With the coming of the knowledge-based economy, it has become a great need for institutions of higher learning to develop and enhance their international competitiveness by strengthening international exchange and cooperation, especially between developing countries. If Thai and Chinese universities can learn from the experience of the advanced countries in joint-running schools and exporting their education services, and if Chinese universities can take the advantages of the Chinese language superiority, and seize the opportunity to satisfy the needs of the Thai students' eagerness to learn Chinese, it will be helpful for dynamic interaction between Thai and Chinese universities so as to promote healthy mutual development in higher education. First of all, this dissertation makes a comprehensive description of how the advanced countries make full use of the superiority of their educational resources to export educational services. Next, a comparison is made of the situations between the advanced countries and China, especially in Teaching Chinese to Foreigners (TCF), as well as the situation for developing foreign student education in China, so that the space and problems for development of Chinese education and foreign students between Thailand and China can be found.Chapter 3 evaluates every aspect of foreign student education based on the qualitative analysis as well as quantitative analysis by the confused synthesis assessing method. Once the gap is found, the significance, the social and economic benefits of foreign student education and management is expounded, solutions and suggestions to solve the problems are presented.The dissertation further elaborates Thai universities in TCF development process, and Thai-China universities cooperation development trend. It also makes qualitative analysis of TCF situations between Thailand and China by investigations, surveys, interviews, etc. It compares TCF between Thailand and China. In Chapters 6, it makes a feasibility study on Chinese educational cooperation between Thailand and Chinese universities and 6 models for cooperation is presented. The last chapter is a conclusion which summarizes the key points of the dissertation and the benefits for Thai-China cooperation in TCF and higher education.
